One-Stop Operator Request for Proposals (RFP)

WorkForce Central is pleased to announce a Request for Proposals (RFP) to identify and select a qualified One-Stop Operator.

The One-Stop Operator will coordinate partners’ delivery of services at the WorkSource Pierce One-Stop Center, ensure the One-Stop Center meets certification requirements, and collaborate with WorkForce Central and partners to identify and fill service gaps and increase One-Stop Center use. The selected One-Stop Operator will demonstrate partnership orientation, commitment to equity, diplomacy, an unbiased approach with all stakeholders, and knowledge of local needs and resources. As the keeper of goodwill and standards, the One-Stop Operator will maintain operational oversight, functional leadership, and alignment with partners to enhance services and make the WorkSource Pierce One-Stop Center a vibrant foundation for workforce development in Pierce County.

The maximum budget for proposals is $160,000.

Questions & Answers

Questions about this RFP are welcome until March 24, 2025, Noon PDT. Please submit questions using the RFP Bidder Question Form. This is the only allowed venue for RFP questions. To maintain fairness to all bidders, WorkForce Central staff cannot discuss the RFP or specific proposal questions with potential bidders. Questions and answers will be posted to this webpage as they become available.

Are for profit agencies eligible to submit a RFP?

Eligible bidders include any of the following who can meet the requirements in this RFP:

  • Non-profit organizations
  • Private for-profit businesses
  • Business associations
  • Education institutions
  • Public and government agencies
  • Faith-based organizations

Can the One-Stop-Operator be FTE, embedded at WFC, while also providing program management to other workforce development programs at an organization? If an organization operates on a 4-day, 32-hour work week, would that conflict with the FTE requirements of this grant?

The One-Stop Operator must be a single person dedicated to the role at 1.0 FTE and must have a full-time, in-person presence at the WorkSource Pierce One-Stop Center during its regular Monday – Friday operating hours.  The entity selected for the One-Stop Operator contract must ensure these requirements are met and sustained and prevent any real or potentially perceived conflicts of interest.
