Meet Our Business Solutions Team

Workforce Central’s Business Solutions Team is comprised of industry experts who offer a vast array of knowledge in our constantly changing economic environment. They can assist businesses in a variety of ways including hiring, human resources services, and market assessments.

Teresa Delicino

As the Senior Director of Business Solutions, Teresa Delicino oversees the design and delivery of business services for Pierce County’s Workforce Development Agency.  A veteran community economic development professional, Teresa draws on her 30+ years of experience in private, public, and nonprofit sectors to create initiatives that result in economic opportunity for those she serves.  Since joining WorkForce Central, Teresa has been devoted to building a business solutions team to provide meaningful, results oriented services that meet the needs of employers, job seekers and workers. 


Samuel Bradshaw

Samuel Bradshaw is the Business Solutions Manager for Workforce Central.  Samuel is a Graduate of St. Martin’s University and current Master of Public Administration Student at the Evergreen State College.  He has over 12 years of business consulting experience, working with companies of all sizes, ranging from 4-5 employees to Fortune 5 organizations.  Samuel is a Certified Diversity Consultant, and a Windmills Certified instructor who can teach organizations to work better with individuals who are differently abled.  Samuel is also certified in assisting organizations in hiring our nation’s Veteran population and is happy to share best practices.  Samuel is a proud Pierce County resident and is excited to work with Pierce County Businesses.  For those who speak languages other than English Samuel is Spanish fluent and conversational in the Mandarin and Sichuan dialects of Chinese.   


Annikka Trabucco

Annikka Trabucco has more than a decade of professional experience in workforce development and over 20 years in various volunteer roles.  She has been an instructor, trainer, briefer, program manager, and mentor within the Army military community.  Originally from the northeast, Annikka and her husband permanently settled in Pierce County, where she looks forward to deepening her roots.   As the Workplace Training Manager, Annikka manages initiatives designed to respond to industry skill needs and talent pipeline development.  Working with employers to upskill and reskill their current workers and facilitating new offerings for short-term training to grow the skill base of future workers.  


Christian Reed

Christian Reed is the Workforce Development Recruiting Specialist for Workforce Central. By leveraging relationships within the local workforce system, his focus is on removing gaps between current employment opportunities and Pierce County job seekers. This is achieved through managing our WorkSource Pierce Job Board, consulting with business customers on recruitment best practices, and providing new ideas to pipeline development.  Christian works to establish internship and work experience opportunities that prepare our workforce of the future and bring accessibility to those facing barriers. As a Tacoma native, he has seen the system from both sides; as a hiring manager for 8 years, and a Career Advisor for 3, he knows how to unite the two. 


Andrew Ang

Andrew Ang immigrated to the United States from Singapore as a child.  He was raised locally in Magnolia and went to Franklin High School in the Rainier Valley.  Andrew’s career in workforce development spans 21 years.  Working in Career Services he moved to the Career Navigator Pilot Program, and then to Business Services for Seattle King County.  A Pierce County resident, Andrew has worked with community organizations throughout the Puget Sound region to create linkages between resource providers and local business.  As a Business Solutions consultant for WorkForce Central, Andrew draws on this knowledge and his experience in full cycle recruiting of mid- high level administrative positions.  Andrew supports our healthcare and construction industries, and apprenticeship initiatives. 


Jami Armstrong

In her role as the Program Assistant for the Business Solutions team, Jami Armstrong provides support by contributing a unique blend of administrative know-how, technical savvy and creative thinking.  Jami assists with the coordination of various activities, meetings, and workshops within the Business Solution Team, as well as supporting our external business partners’ specific needs.  A longtime resident of Pierce County, Jami joined WorkForce Central with one goal in mind: to help the people in her community by supporting the work done within it.
